Prof. (Dr.) Lalit Prakash Pateriya

Professor (Dr.) Lalit Prakash Pateriya (b.1963) is a thorough academician, educational administrator and institution builder and above all a management expert par excellence. His academic journey of more than 32 years began in the year 1988, when he joined as an Academic Associate in the Department of Business Administration, Bundelkhand University, Jhansi (Uttar Pradesh). Later, in the Year 1989 he joined the Department of Management Studies, Guru Ghasidas Vishwavidyalaya (now a Central University), Bilaspur, Chhattisgarh (then Madhya Pradesh) as Lecturer and successively promoted as Lecturer (Senior Scale), Reader, Associate Professor and Professor. He is a Post Graduate in Mathematics, Post Graduate in Business Administration, Graduate in Law and Doctorate in Business Administration. Professor Pateriya is an excellent teacher and has a unique capability of making complex and difficult subjects, like Operations Research, Quantitative Methods and Corporate Laws simple, understandable and enjoyable to the students. His unique style of linking real life examples in teaching of Marketing Management makes him one of the favorite teachers of the Department of Management Studies. In recognition of his teaching skills, Centre for Management Services, All India Management Association, New Delhi has recognized him an Accredited Management Teacher. In his 31 years as founder faculty member of Guru Ghasidas Vishwavidyalaya, Professor Pateriya has been instrumental in establishing the Department of Management Studies starting from getting the approval of AICTE for the MBA Programme and building grant from UGC. Professor Pateriya as Head of the Department and Dean of School of Studies of Management and Commerce has been instrumental in establishing system relating to processes of the Department.

Professor Pateriya has been an active researcher in the field of Management. He has contributed more than 27 Research Articles/Papers in reputed journals and edited books. He had actively participated in more than 40 National and International Conferences/Seminars. He had also contributed in relevant areas as resource person in academic and learned gatherings in many organizations/Institutions. He is a member of Editorial Board of three prominent journals in Management. He also coordinated UGC Refresher Courses in Economics and Business Studies. As a recognized Research Supervisor in Business Administration and Commerce of Guru Ghasidas Vishwavidyalaya, Bilaspur and Pt. Sundarlal Sharma (Open) University, Bilaspur, Professor Pateriya has successfully guided 13 students for their Doctoral Research work. He has also guided more than 200 students of Master of Business Administration, PG Diploma in Marketing Management, PG Diploma in Tourism and Travel Management and BBA Programmes for their project work. He has been appointed as PhD Thesis Examiner by more than 18 Universities across India including IIM.

Besides a successful Teacher and Researcher, Professor Pateriya has served different Universities as Chairman/Member of different Committees, like Research Degree Committee, Board of Studies, Selection Committee for teaching and non-teaching posts, Internal Quality Assurance Cell, Governing Bodies of Colleges, College Development Council, Affiliation Committee, Library Committee, Academic Planning and Evaluation Board, Pay Fixation Committee, Admission Committee, Counseling Committee, Building Committee, Finance Committee etc.. He was a member of Board of Studies in Management, Guru Ghasidas Vishwavidyalaya for more than 23 years. He was also Head of the Department of Management Studies and Department of Commerce and Dean of School of Studies in Management & Commerce. Professor Pateriya was also nominated by the Hon’ble Governor of Chhattisgarh as a member of the Executive Council of Pt. Sundarlal Sharma (Open) University, Bilaspur for two consecutive terms from 2009 to 2015. He was also nominated by the Government of India as a member of the Academic Council of Guru Ghasidas Vishwavidyalaya. He has also acted as a nominated member of Academic Council and Executive Council of Guru Ghasidas Vishwavidyalaya, Bilaspur. Professor Pateriya is now a nominated member of the Academic Council of Pt. Sundarlal Sharma (Open) University, Bilaspur.

He also contributed in successful conduct of Examination and Evaluation of Guru Ghasidas Vishwavidyalaya and other bodies like, UGC Net, CG Public service Commission, CG VYAPAM, PSSOU etc. in various capacities like Examination Superintendent, Observer, Member/Coordinator of Flying Squad, Unfair Means Committee, Coordinator Central Valuation, etc.. Notwithstanding his contribution in establishing the Department of Management Studies in Guru Ghasidas Vishwavidyalaya, Bilaspur, he has made significant contribution in establishing and developing system in other institutions like Pt. Sundarlal Sharma (Open) University, Bilaspur and Chhattisgarh Economic Association, Raipur. Professor Pateriya has also acted as a Chief Election Officer for Students’ Council Elections for 6 consecutive years of Guru Ghasidas Vishwavidyalaya, Bilaspur. During his tenure as Chief Election Officer, the University conducted the Students’ Council Elections successfully as per the recommendations of the Lyngdoh Committee. As Officer on Special Duty (Subordinate Legislations) of Guru Ghasidas Vishwavidyalaya, he has played a key role in drafting of Statutes, Ordinances and Regulations under provisions of the Central Universities Act, 2009. His contributions in drafting the Regulations governing Students’ Council Elections, GGU Young Managers’ Club and GGU Management Alumni Association are widely appreciated. He also acted as Coordinator NAAC Steering Committee; Chief Warden of University Hostels; Coordinator, Anti Ragging Committee; Nodal Officer, Alumni Association and Member Raj Bhasha Samiti of Guru Ghasidas Vishwavidyalaya. As Chairman/Member of various Committees, Professor Pateriya played a key role particularly in administrative issues relating to employees, faculty members and students.

Besides, being an Academician and Educational Administrator, Professor Pateriya is also associated with many Learned Bodies. He is a life member of Indian Institute of Public Administration, New Delhi, member of All India Management Association, New Delhi, senior member of Operational Research Society of India, Kolkata and founder member of Chhattisgarh Economic Association Raipur. He was also an honorary advisor to the Centre for Labour Education and Social Research, New Delhi for providing consultancy services. He has also visited International Centre for Theoretical Physics, Trieste (Italy) under an UNESCO scheme for Interaction on Industrial Mathematics during October, 1992. Currently, from 25th November, 2020, Professor Pateriya is engaged in establishing newly created State University, Shaheed Nandkumar Patel Vishwavidyalaya, Raigarh (Chhattisgarh) as its first Vice Chancellor (Kulapati) after being appointed by Hon’ble Governor of Chhattisgarh and Kuladhipati of the University.

The Kulapati

  • The Kulapati shall be appointed by the Kuladhipati from a panel of not less than three persons recommended by the Committee constituted under sub-section (2) or sub-section (6) :
    Provided that if the person or persons approved by the Kuladhipati out of those recommended by the committee are not willing to accept the appointment, the Kuladhipati may call for fresh recommendations from such committee:
  • Provided also that the first Kulapati of each University specified in 1[Part II (Revised)] of the Second Schedule shall be appointed by the Kuladhipati after consultation with the State Government.
  • The Kuladhipati shall appoint a committee consisting of the following persons, namely
    • one person elected by the Executive Council
    • one person nominated by the Chairman of the University Grants Commission;
    • one person nominated by the Kuladhipati.

      The Kuladhipati shall appoint one of the three persons to be the Chairman of the
    Committee. 
  • For constituting the committee under sub-section (2), the Kuladhipati shall, six months before the expiry of the term of the Kulapati, call upon the Executive Council and the Chairman of the University Grants Commission to choose their nominees and if any or both of them fail to do so within one month of the receipt of the Kuladhipati's communication in this regard, the Kuladhipati may, further nominate any one or both the persons, as the case may be.
  • No person who is connected with the University or any College shall be elected or nominated on the committee under sub-section (2).
  • The committee shall submit the panel within six weeks from the date of its constitution or such further time not exceeding four weeks as may be extended by the Kuladhipati.
  • If, for any reasons, the committee constituted under sub-section (2) fails to submit the panel within the period specified in sub-section (5), the Kuladhipati shall constitute another committee consisting of three persons, not connected with the University or any College, one of whom shall be designated as the Chairman. The committee so constituted shall submit a panel of three persons within a period of six weeks or such shorter period as may be specified from the date of its constitution. 
  • If the committee constituted under sub-section (6) fails to submit the panel within the period specified therein the Kuladhipati may appoint any person whom he deems fit, to be the Kulapati.

Emoluments and conditions of service of Kulapati, term of office of and vacancy in the office of Kulapati

  • The Kulapati shall be a whole-time salaried officer of the University and his emoluments and other terms and conditions of service shall be prescribed by the Statutes.
  • The Kulapati shall hold office for a term of 1[five] years and shall not be eligible for appointment for more than two terms:

    Proviso 2[Provided that notwithstanding the expiry of his term he shall continue to hold office until his successor is appointed and enters upon his office but this period shall not in any case exceed six months.

    (2-A) The person holding office of the Kulapati in any university immediately before the commencement of the Chhattisgarh Vishwavidyalaya (Sanshodhan) Adhiniyam, 1988, shall continue to hold his office till the expiry of his term of office notwithstanding anything contained in the first proviso to sub-section (2).

    [Provided further that the person concerned shall cease to hold office on attaining the age of 70.]
  • If at any time upon representation made or otherwise and after making such enquiries as may be deemed necessary, it appears to the Kuladhipati that the Kulapati
    • has made default in performing any duty imposed on him, by or Under this act; or
    • has acted in a manner prejudicial to the interests of the University; or
    • is incapable of managing the affairs of the University the Kuladhipati may, notwithstanding the fact that the terms of office of the Kulapati has not expired by an order in writing stating the reasons therein, require the Kulapati to relinquish his office as from such date as may be specified in the order.
  • No order under sub-section (3) shall be passed unless the particulars of the grounds on which such action is proposed to be taken are communicated to the Kulapati and he is given a reasonable opportunity of showing cause against the proposed order.
  • As from the date specified in the order under sub-section (3), the Kulapati shall be deemed to have relinquished the office and the office of the Kulapati shall fall vacant.
  • In the event of the occurrence of any vacancy including a temporary vacancy in the office of the Kulapati by reason of his death, resignation, leave, illness or otherwise including a temporary vacancy, the Rector and if no Rector has been appointed or if the Rector is not available then on recommendation of the State Government,

    the Dean of any faculty or the Senior most Professor of the University Teaching Department or any Officer not below the rank of Special Secretary of the State Government to be nominated by the Kuladhipati for that purpose shall act as the Kulapati until the date on which Kulapati is appointed, for filling such vacancy, under subsection (1) or subsection (7) of Section 13 enters or reenters, as the case may be, upon his office:

    Provided that the arrangement contemplated in this sub-section shall not continue for a period of more than six months.

Powers and duties of Kulapati.

  • The Kulapati shall be the principal administrative and academic officer of the University, He shall be an ex-officio member and Chairman of the Executive Council and the Academic Council, and Chairman of such other authorities, committees, and bodies of the University of which he is a member. He shall be entitled to be present and to speak at any meeting of any authority, committee or other body of the University but shall not be entitled to vote thereat unless he is a member of the authority, committee or body concerned.
  • It shall be the duty of the Kulapati to ensure that this Act, the Statutes, the Ordinances and the Regulations are faithfully observed and he shall have all powers necessary for this purpose.
  • The Kulapati shall have the power to convene meetings of the Executive Council, the Academic Council and of such other authorities, Committees, and bodies of the University of which he is the Chairman. He may delegate this power to any other officer of the University.
  • If in the opinion of the Kulapati any emergency has arisen which requires immediate action to be taken, the Kulapati shall take such action as he deems necessary and shall at the earliest opportunity thereafter report his action to such officer, authority, committee or other body as would have in the ordinary course dealt with the matter : Provided that the action taken by the Kulapati shall not commit the University to any recurring expenditure for a period of more than three months :

    Provided further that where any such action taken by the Kulapati affects any person in the service of the University such person shall be entitled to prefer, within thirty days from the date on which such action is communicated to him, an appeal to the Executive Council :

    Provided also that the power shall not extend to matters regarding amendment in the Ordinances, Statutes, Regulations or any matter relating to appointments.
  • On receipt of a report under sub-section (4), if the authority, Committee or body concerned does not approve of the action taken by the Kulapati it shall refer the matter to the Kuladhipati whose decision thereon shall be final.
